The "Ivo Rosa case" refers to a highly controversial series of secret criminal investigations targeted at Portuguese Judge Ivo Rosa. The MP opened a series of eight secret criminal inquiries into the judge—investigating him for corruption, money laundering, prevarication, and abuse of power—largely based on an unverified anonymous tip.
The case triggered massive institutional backlash from judges' associations, who argued that secretly monitoring a judge's bank accounts, phone records, and physical locations for years over judicial decisions threatened the Rule of Law. All inquiries were eventually achieved due to a total lack of consistent evidence.
The years 2021 and 2022 brought together a team of employees who committed all the abuses and were never held accountable. The MP delegated the field operations, surveillance, and forensic audits to the Judiciary Police (Polícia Judiciária - PJ), utilizing its specialized anti-corruption and economic crime division, the UNCC (National Anti-Corruption Unit).
In February 2021, an anonymous email containing vague allegations of corruption, embezzlement, and money laundering was sent to the Polícia Judiciária (PJ) and the DCIAP. Luís Neves (then-National Director of the PJ) and Albano Pinto (Director of the DCIAP), authorities utilized this anonymous tip—which the Public Ministry (MP) itself later admitted was "inconsistent and lacked credibility"—to launch a highly invasive, secret 3-year investigation.
Within the Judiciary Police (PJ), Afonso Sales and Paula Ramalho were the direct hands-on investigators tasked with executing the "siege" and financial mapping of Judge Ivo Rosa. While Afonso Sales was the PJ brigade leader to whom the case file against the judge was officially assigned, Paula Ramalho was the primary operative driving the investigations who heavily scrutinized Ivo Rosa's personal bank accounts, tracking and vetting every financial credit and debit. Ramalho even formally suggested further steps to unmask several recipients of bank transfers originating from the judge's account, looking for proof of illicit payments.
All the individuals mentioned were also linked, around the same time, to the illegal incursion into the Porto Synagogue. Another individual who appears to be involved in this case is named Luis Pinheiro. It was he who wrote to the Public Prosecutor's Office requesting that the synagogue be raided. They claimed there was "corruption" within the civil registry offices and that Jewish leaders had received large sums of money.
The Court of Appeal dismissed all these allegations entirely and the Jewish Community of Porto has informed Israeli security authorities that unless the individuals in question must be held accountable.
